On October 15 the Secretariat of the Business development and Investments Council under the Government of the Kyrgyz Republic and the Secretariat of the Open Government Partnership Initiative signed the Memorandum of Understanding and Cooperation on increase of transparency, responsibility, accountability and efficiency of the state organizations interacting with business community of the Kyrgyz Republic.
The main objective of the signed document is to improve cooperation between parties of the MoU on legal aspects regulating business environment, as well as raise awareness of the stakeholders on importance of the Open Government Partnership Initiative’s mission and objectives.
The parties of the MoU agreed to cooperate through the following activities:
• Exchange of actual information and experience;
• Participation at the events organized by MoU parties;
• Conducting of the common conferences, forums, seminars, round tables and other events;
• Discussion and considering of legal aspects and legislation of the Kyrgyz Republic during the events organized by MoU parties;
• Conducting of common researches, development and preparation of analytical overviews.

On October 15 Business Development and Investments Council under the Government of the Kyrgyz Republic in cooperation with the Ministry of economics of the Kyrgyz Republic and UNDP project “Capacity building for sustainable development financing in the CIS region” have conducted working meeting on Sustainable development projects Foundation. Representatives of business associations, Ministry of economics, Guarantee fund and UNDP experts have participated at the working meeting.
The main objectives of the meeting were present and discuss information on Sustainable development projects Foundation. The key activity of the Foundation is to increase access for financing of the business development, expanding of production, acquisition and modernization of equipment, implementation of new technologies, innovation activity and launch of new enterprises, as well as increase occupancy level and number of jobs. During the meeting the deputy minister Eldar Abakirov has noted the importance and vital role of the Foundation as a catalyst for business to access financing. Thus, in frame of the Foundation activities entrepreneurs will get technical support for Feasibility study development and expert maintenance during the financial obtain process.

On May 15 there was meeting of the business associations with the members of the Open Government Partnership Coalition in the office of the Business Development and Investments Council under the Government of the KR. The main objective of the meeting was to discuss and elaborate proposals for the National Action Plan committed to strengthen business environment and improve investment climate in Kyrgyzstan.
The world best practices of the OGP Action Plans were presented during the meeting. In addition some of the issues raised earlier at the meetings of the Investment council were discussed. Some of the proposals for the OGP Action Plan submitted by the business associations were considered as well.
As a result of the meeting participants agreed to define and submit OGP Action Plan commitments to the OGP Secretariat. The proposals for the OGP Action plan will be structured and include justifications, financial and human resources as well as milestone terms. The final set of commitments will be submitted to the Government of the KR as well as disseminated among the mass media.

On March 1 there was meeting of the business associations with the representatives of the Open Government Partnership initiative in the office of the Business Development and Investments Council under the GKR. The Open Government Partnership (OGP) is a multilateral initiative that aims to secure concrete commitments from governments to promote transparency, empower citizens, fight corruption, and harness new technologies to strengthen governance.
During the meeting participants have agreed to more proactively involve business community of the KR into the OGP initiative. Issues raised at the meetings of the Investment Council such as improvement of the inspections procedures, optimization of license permission system, automatization of state services, introduction of “single window” principles and many others are respond to the main principles of the OGP initiative. In this regards, Investment Council is ready to take coordinating role within the OGP in order to represent interests of the business community.
