Live Dialogue Format as an Effective Tool for Business Engagement

The format of direct communication between the authorities and the business community is becoming an important element of regional cooperation practices.

Recently, an extended meeting of the Regional Investment Council (RIC) was held in Osh under the chairmanship of the Plenipotentiary Representative of the President of the Kyrgyz Republic in Osh region. The meeting took place in an informal yet constructive business breakfast format, which allowed entrepreneurs and representatives of state authorities to discuss current issues related to business development in the region.

The session brought together representatives of various sectors — industry, trade, construction, agriculture, and services. Entrepreneurs identified key challenges they face in practice and presented concrete proposals to address them. Such meetings contribute to the establishment of a stable dialogue between the government and the private sector, strengthen mutual trust, and create conditions for the systematic improvement of the business environment.

The meeting was organized by the Office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in Osh region with the support of Myktybek Osmonaliev, Coordinator of the Regional Investment Councils for the southern regions. This joint format demonstrates that dialogue with the business community can be conducted not only in official sessions, but also through open and flexible platforms where issues are discussed promptly, and practical solutions are developed.

The practice of live dialogue, also carried out with the coordination support of the Secretariat of the Business and Investment Development Council under the Cabinet of Ministers of the Kyrgyz Republic, continues to demonstrate its effectiveness as a sustainable mechanism for public-private cooperation at the regional level.

Based on the outcomes of the meeting, protocols will be prepared and signed, documenting the proposals and decisions aimed at improving the business climate and promoting entrepreneurship in the region.

Employers’ Role in Vocational Education Discussed in Osh

On October 1, a roundtable titled “Employer as a Key Partner of the Vocational Education and Employment System” was held in Osh. The event was organized by the Ministry of Labor, Social Security and Migration of the Kyrgyz Republic, the Ministry of Education, the Government of Switzerland’s project “CHEBER: Skills Development in Kyrgyzstan” and the World Bank.

The discussion was joined by Myktybek Osmonaliev, Coordinator of the Regional Investment Councils for the southern regions and Taalaybek Azimov, Head of the Secretariat of the Regional Investment Council for Osh region.

He emphasized that the purpose of pilot projects launched by the Ministry and its partners is to bring young people closer to the labor market, equip them with in-demand skills, and prepare specialists who meet the needs of enterprises.

“The aim of the pilot projects launched by the Ministry and development partners is to provide young people with the professional knowledge they need, bring them closer to employment, and train specialists that meet the requirements of enterprises. At the regional level, the role of the Regional Investment Councils and their secretariats is very significant. They unite all stakeholders in the regions — government bodies, employers, and educational institutions — and create opportunities for developing practical solutions. As a coordinator, my task is to sustain this dialogue, collect and systematize proposals, and communicate them to the relevant authorities. Each proposal should contribute to the effective implementation of pilot projects and the creation of sustainable jobs for young people,” said Osmonaliev.

According to the National Statistics Committee, young people under the age of 35 make up about 2.4 million people, or 35% of the country’s population. While the unemployment rate stands at 3.7%, more than half of the unemployed are youth. In this context, internships are becoming an essential bridge between education and the first job.

Participants of the roundtable underlined that further progress is only possible through close cooperation between government, business, educational institutions, and local authorities. Such an approach will help prepare specialists in demanded professions, provide young people with decent employment opportunities, and create a solid foundation for the implementation of investment projects in the regions.

Regional Investment Councils (RICs)

Regional Investment Councils (RICs) are permanent platforms for direct dialogue between government, business, and investors in the regions of the Kyrgyz Republic.
Their mission is to improve the business environment, strengthen the investment climate, develop public-private partnerships (PPP), and protect the rights of entrepreneurs.

? At RIC meetings, key economic issues of the region are discussed, and recommendations are provided to state and local authorities.
? RIC Secretariats offer consultations, support in overcoming administrative barriers, and accompany investment and PPP projects at every stage of implementation.
? The work of RICs is open to all stakeholders – from business associations and local entrepreneurs to international development partners.
