New Partnership Opportunities Between the Kyrgyz Republic and Mecklenburg-Vorpommern

Uluk Kydyrbaev, the head of the Secretariat of the Investment Council, held a meeting on April 29, 2024, with representatives from the employer associations of Mecklenburg-Western Pomerania, Germany. Among the association's official representatives were Sven Müller, Deputy Director General and Spokesperson for International Relations at the Federation of Business Associations of Mecklenburg-Vorpommern; Markus Mattissen, Project Manager of the "Social Dialogue in Central Asia" at the region's Business Education Center; Azzambek Zheenbai uulu, Executive Director; and Bakytbek Sartmametov, Head of Legal Support at Business Association JIA.

The meeting focused on the prospects for cooperation through a joint project between the Mecklenburg-Vorpommern Employer Association and the JIA Business Association. The project aims to create a coordination platform to promote Kyrgyz businesses in Germany and adapt successful projects in vocational and technical education.

Following the meeting, further steps were agreed upon to strengthen ties.

Advancing Green Technology Integration and Municipal Partnerships for Sustainable Development

A meeting was held at the Secretariat of the Investment Council to discuss the opportunities for sustainable development in the regions of the Kyrgyz Republic, particularly in supporting the private sector's adoption of green technologies and business approaches. The meeting featured a presentation on 'Methods of Municipal Property Privatization in the Kyrgyz Republic'. Participants included representatives from ministries and agencies, business associations, and the GIZ program 'Green Economy and Sustainable Private Sector Development', funded by the governments of the Federal Republic of Germany, Switzerland, and the European Union.

During the presentation, an assessment of the current situation regarding the management and leasing of municipal property by entrepreneurs was discussed. The meeting explored opportunities to:

  • Support business development of innovations through investment in capital assets, including green projects;
  • Encourage local governments to focus on the most promising and priority economic sectors, and develop municipal-private partnerships.

Furthermore, the existing barriers to the use of municipal property by the business community in the regions and possible solutions for their removal were presented, aiming at the sustainable development of the private sector and the local community as a whole.

As a result of the discussion, participants agreed on the need to continue dialogue and develop specific proposals for amending current regulations to facilitate the development of municipal-private partnerships in the Kyrgyz Republic.

Kyrgyzstan-Shaanxi (China) cooperation conference

Uluk Kydyrbaev, head of the Secretariat of the Investment Council, recently delivered a compelling presentation on the 'Investment Climate in Kyrgyzstan' at the Kyrgyzstan-Shaanxi cooperation conference. The event, co-organized by the Chamber of Commerce and Industry of the Kyrgyz Republic and the Shaanxi Provincial Committee for International Trade Promotion, focused on fostering key partnerships in renewable energy, pharmaceuticals, and tourism sectors.

The forum also facilitated productive B2B meetings, leading to significant agreements aimed at establishing joint ventures and new production initiatives. Particular emphasis was placed on enhancing the agricultural sectors, specifically in livestock and fodder crops, as well as expanding the bottled water and beverage industries.

Navigating Legal Challenges in the Insurance Industry

On April 23, 2024, a meeting took place at the office of the Secretariat of the Investment Council involving members of the Kyrgyz Association of Insurers and representatives from the Ministry of Economy and Commerce of the Kyrgyz Republic, the Ministry of Finance of the Kyrgyz Republic, and the Antimonopoly Regulation Service under the Ministry of Economy and Commerce. The participants discussed concerns about certain provisions of the Cabinet of Ministers' decree No. 62-r dated February 22, 2024, and the Presidential Decree No. 79 dated March 20, 2024, "On Measures for the Development of the Insurance Market in the Kyrgyz Republic," which could potentially limit competition and the freedom to choose an insurance organization.

Representatives of insurance organizations expressed their gratitude to the Secretariat of the Investment Council for organizing the meeting and raised concerns about potential risks to the insurance sector associated with the new regulations. They voiced worries about risks that might arise for market participants related to fair access to the insurance services market and stressed the need for closer interaction (effective dialogue) between government bodies and the business community in developing and adopting legislation. Representatives of the authorized state bodies assured that the adopted decree and decree, as well as the draft law developed in execution, would not adversely affect the rights of participants in the insurance market.

Following the discussion, it was decided that the Kyrgyz Association of Insurers would analyze potential financial losses for insurance organizations due to current regulations, and if necessary, prepare an official appeal justifying the need for amendments to the aforementioned acts. The Ministry of Economy and Commerce of the Kyrgyz Republic, after posting the draft law for public discussion, will organize a working meeting with participants of the insurance market together with the Secretariat of the Investment Council to discuss the draft law, with the aim of facilitating interaction (dialogue) between participants of the insurance market and authorized state bodies in the development and adoption of legislation regulating the relevant industry.
