Uluk Kydyrbaev is the Head of the Secretariat - Secretary of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. He has experience as a private-sector liaison in key public-private dialogue platforms. Throughout his career, he has demonstrated a commitment to driving positive change and fostering collaboration between government agencies and the private sector.
During his time in international development, he focused on inclusive economic growth, investment climate, and public-private partnerships. As a result, he spearheaded more than forty policy reforms that improved the business-enabling environment and empowered local households by creating jobs and livelihood opportunities for small and medium enterprises.
His expertise includes advocacy for improving the business-enabling environment, engagement with the private sector, SME development, enforcement of anti-corruption policies and compliance systems, promotion of green economy principles, support for youth and women's economic empowerment and employability, and promotion of corporate governance in SMEs.
Uluk Kydyrbaev holds an Executive Master in Development Policies and Practices from the Graduate Institute of Geneva, Switzerland.
Almaz Musabekov is the Senior Economic Policies Expert at the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. He possesses extensive experience working in government administration, having held various positions in the Administration of the President of the Kyrgyz Republic, the Cabinet of Ministers of the Kyrgyz Republic, the National Institute for Strategic Studies under the President of the Kyrgyz Republic, and the State Agency for Construction and Regional Development under the Government of the Kyrgyz Republic. Additionally, he served as the Chairman of the Board of Directors of JSC "Manas International Airport."
He is a graduate of Kyrgyz National University named after Zh. Balasagyn, specializing in economics, and Kyrgyz Agricultural Institute named after K.I. Skryabin, specializing in zooinengineering. Mr. Musabekov holds the official rank of State Counselor of the 3rd class in the state civil service.
Bakytbek Samakov is the Senior Legal Expert at the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. Bakytbek is an experienced lawyer and legal expert with over ten years of experience in the field of legal practice and legal consultancy. With his extensive background in law, government service, and international projects, Mr. Samakov specializes in providing legal representation for individuals and legal entities. Additionally, he offers expert advice in corporate law and business management.
Throughout his career, Mr. Samakov has successfully worked in various institutions, including the State Service for Intellectual Property of the Kyrgyz Republic, the Office of the Supreme Court of the Kyrgyz Republic, the Jogorku Kenesh of the Kyrgyz Republic (the Parliament), as well as in projects with international organizations such as the Asian Development Bank (ADB), USAID/IDL, UNDP, and others.
Cholpon Asakeeva is the Public-Private Partnerships Expert at the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. She has extensive professional experience and significant executive leadership accomplishments in business development and enabling environment improvement for both the private and public sectors. She has strong analytical skills in macro-micro economic analysis, full provision of substantive diligence, and actionable advice to assist investment into a range of sectors including agriculture, tourism, logistics, financial, and banking. Cholpon has eight years of experience providing technical and implementation leadership for entrepreneurship development programs in Kyrgyzstan. Cholpon Asakeeva holds Master Degree in Master’s degree in International Economic Law from Kyrgyz-Russian Slavic University and a Master’s degree in Economics from G.Plekhanov Russian Academy of Economics.
Azem Akmatbek is the Legal Expert at the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. She has extensive experience working in both government and private sectors. During her tenure as a consultant, she has represented the interests of various commercial structures in government bodies. Ms. Akmatbek possesses significant experience in developing normative legal acts aimed at improving legislation in the field of entrepreneurial activity. Serving as the deputy head of the secretariat of the Council for Business Development and Entrepreneurial Activity at the Speaker of the Jogorku Kenesh (Parliament) of the Kyrgyz Republic (Business Council), she actively promoted the principles of public-private dialogue, ensuring a stable connection between the Jogorku Kenesh and the business community, and organized processes for entrepreneurs' involvement in monitoring normative legal acts concerning entrepreneurship and improving mechanisms for protecting the rights and interests of the business community.
Azem Akmatbek began her professional career in non-governmental organizations focusing on the institutional development of public organizations and the support of civil initiatives. She has successfully worked in entities such as the State Antimonopoly Regulation Agency, the Jogorku Kenesh, a commercial bank, and various projects of international organizations, graduated from the Kyrgyz State Law Academy with a degree in Jurisprudence.
Nurgazy Osmonkanov is the Communication and Public Relations Officer at the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. Nurgazy is an experienced communications and public relations specialist with a rich background in both national and international organizations. He has previously worked for organizations such as the U.S. Embassy in Bishkek, the British Embassy in Bishkek, and the University of Central Asia, and others.
Before joining the Investment Council, Nurgazy worked as a Public Relations Specialist at the regional office of DVV International.
Nurgazy Osmonkanov holds a Bachelor's degree in International Relations from the Kyrgyz-Turkish Manas University.
Jazgul Bechelova is the Operations and Administration Officer at the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. Jazgul is an experienced professional in operational management with a rich background in serving multiple United Nations (UN) agencies, including UNMISS, UNDP, and UNODC. She has gained over eight years of valuable experience within the UN's common system. Throughout her tenure, Jazgul has progressed her expertise in finance, budgeting, administration, and human resources, both domestically and on the international stage.
In her most recent role as an Administrative Officer for the UNMISS Medical Section, Jazgul assumed critical responsibilities and functions, providing operational and technical support. Her duties encompassed financial management, budget administration and analysis, human resources management, and cost recovery administration. This role afforded her an in-depth comprehension of budget formulation and control within the context of UN peacekeeping missions.
Jazgul's professional journey commenced with her work at non-governmental organizations in Kyrgyzstan. She holds Bachelor's degrees in International Economics and International Law, both earned at the Kyrgyz-Russian Slavic University.
