	  Regional Investment Council Secretariat Launched in Talas

The Regional Investment Council (RIC) Secretariat has officially started operations in Talas region — marking another important step in expanding the national network of regional centers for public-private cooperation.
The RIC team was introduced to the Office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in Talas by Uluk Kydyrbaev, Head of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. Baktiyar Kamaldinov has been appointed as the Head of the Secretariat in Talas.
The Secretariat team includes:
 – Bakay Zheenbekov — Legal Affairs Expert,
 – Sanzhar Mombekov — Economic Affairs and PPP Expert.
As in other regions, the RIC Secretariat in Talas will work closely with local entrepreneurs, offering consultations, supporting the development and implementation of investment and PPP projects, building partnerships, and helping elevate promising initiatives to government level.
Talas stands out for its compact yet dynamic entrepreneurial environment, agricultural potential, cross-border cooperation opportunities, and rich historical and cultural resources — all of which offer promising ground for the development of domestic tourism, agro-processing, and small-scale production.
The launch of the RIC Secretariat in Talas marks the beginning of a new, ongoing format of dialogue between business and government. Here, entrepreneurs will not only be able to voice challenges, but also work with experts to find solutions.
The initiative is being implemented within the framework of a tripartite cooperation agreement between the Secretariat of the Investment Council under the Cabinet of Ministers, UNDP, and the PPP Center.
 
		  
		  
		
	  Regional Investment Council Secretariat Launched in Naryn — Advancing Public-Private Dialogue at the Local Level

The Secretariat of the Regional Investment Council (RIC) has officially begun operations in Naryn region — marking a significant step in strengthening local support for entrepreneurship and improving the investment climate on the ground.
The composition of the Secretariat was presented to the Plenipotentiary Representative of the President of the Kyrgyz Republic in Naryn region, Altynbek Ergeshov. The RIC team was introduced by Uluk Kydyrbaev, Head of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. The newly established RIC Secretariat in Naryn is headed by Ilyaz Usenov.
The establishment of regional Secretariats is intended to make the public-private dialogue more systemic and results-oriented. Entrepreneurs in the region will now have direct access to consultation and support, promotion of local initiatives, partner matchmaking, and comprehensive guidance for investment and PPP projects.
Naryn region holds substantial potential, particularly in the following areas:
- environmentally friendly agriculture and livestock farming,
- development of domestic tourism and agrotourism,
- local value-added processing,
- renewable energy,
- cross-border trade and cooperation.
The RIC Secretariat in Naryn is envisioned not only as a point of operational interaction with businesses, but also as an expert hub — offering professional support in financing, legal and tax matters, public-private partnerships, marketing, and export development.
This initiative is being implemented within the framework of a tripartite cooperation agreement between the Secretariat of the Investment Council under the Cabinet of Ministers, the United Nations Development Programme (UNDP) in the Kyrgyz Republic, and the PPP Center under the National Investment Agency.
 
		  
		  
		
	  Launch of Regional Investment Council Secretariats: A New Stage in Strengthening Public-Private Dialogue at the Local Level

The Secretariats of the Regional Investment Councils (RICs) have officially commenced operations under the Offices of the Plenipotentiary Representatives of the President of the Kyrgyz Republic in the regions. These Secretariats will operate in close coordination with the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic.
In the Issyk-Kul region, the official introduction of the Regional Investment Council Secretariat team took place. Uluk Kydyrbaev, Head of the Secretariat of the Investment Council under the Cabinet of Ministers, personally presented the team to Daniyar Karagulovich Arpachiev, Deputy Plenipotentiary Representative of the President of the Kyrgyz Republic in the Issyk-Kul region.
The primary mission of the Regional Investment Councils is to establish a sustainable platform for dialogue between the state and the business community. Their responsibilities include supporting promising investment and Public-Private Partnership (PPP) projects, facilitating partner search, advising investors, and monitoring the implementation of priority initiatives. The RICs are also expected to become investment hubs in their respective regions — centers of expertise and professional support, where investors can receive assistance on financing, legal and economic analysis, taxation, marketing, and access to foreign markets.
The establishment and launch of the RIC Secretariats are being carried out within the framework of a tripartite cooperation agreement between the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, the UNDP in the Kyrgyz Republic, and the PPP Center under the National Investment Agency.
The Secretariat of the Regional Investment Council in the Issyk-Kul region, headed by Mirlan Sabyrov, includes an economic expert/PPP specialist and a legal expert.
In the near future, RIC Secretariat teams will be presented in other regions across the country. This initiative will help ensure balanced development of regional investment potential, strengthen work with local entrepreneurial initiatives, and expand the use of PPP instruments at the local level.
 
		  
		  
		
	  Investment Dialogue: Secretariat of the Investment Council Participates in Business Breakfast with Turkish Partners

On May 27, 2025, a business breakfast was held in Bishkek on the theme "Guarantees and Incentives for Investors: How to Create a Predictable and Secure Environment for Investment." The event was organized by the Public Association "Entrepreneurs, Culture, Solidarity, and Friendship Turkey – Kyrgyzstan" (TUKID). Participants included representatives of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, the National Investment Agency under the President of the Kyrgyz Republic, the Public-Private Partnership Center, international organizations, and the Turkish and Kyrgyz business communities.
Welcome remarks were delivered by Chairman of the Board of TUKID Ufuk Ince, Ambassador Extraordinary and Plenipotentiary of the Republic of Turkey to the Kyrgyz Republic Mekin Mustafa Kemal Okem, and Director of the PPP Center Nurbek Anarbekin.
Bakytbek Samakov, Chief Legal Expert of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, delivered a comprehensive presentation highlighting the Investment Council as a sustainable and institutionalized platform for public-private dialogue. In his speech, he detailed the Council's key areas of activity, including the development of policy recommendations for state authorities, legal support for investor rights, promotion of PPP mechanisms, and improvement of the business environment. Special attention was given to how business associations can submit proposals for consideration and how these are integrated into the Council’s meeting agendas.
The business breakfast served as an important venue for open dialogue between representatives of government institutions and the business communities of Turkey and Kyrgyzstan. During the event, participants discussed practical cases, legal aspects of implementing investment projects, and expressed interest in further strengthening bilateral cooperation.
The Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic remains committed to supporting initiatives aimed at fostering a favorable investment climate and advancing open dialogue between the state and business in pursuit of the country’s sustainable economic growth.
