Regular Meeting of the Regional Investment Council under the Plenipotentiary Representative of the President of the Kyrgyz Republic in Osh Region, Dedicated to the Development of Winter Tourism, 26 December 2025

The meeting was chaired by the First Deputy Plenipotentiary Representative of the President of the Kyrgyz Republic in Osh Region and Deputy Chairperson of the Regional Investment Council, I. Tashbaev.

The session brought together representatives of state authorities, business associations, as well as members of the Secretariat of the Regional Investment Council.

The key item on the agenda was the implementation of Instruction No. 18-30290 of the Administration of the President of the Kyrgyz Republic dated 13 November 2025, concerning preparations for the winter tourism season.

During the discussion, participants exchanged views on improving safety conditions, sanitary and food service standards, infrastructure readiness, and reducing injury risks in areas of mass tourist activity during the winter period.

As a result of the discussions, and taking into account the upcoming New Year holidays, specific measures, implementation mechanisms, and responsible entities were identified to improve conditions for citizens’ winter recreation.

Special attention was given to issues of sustainable tourism development. The Council approved the resolution of the roundtable participants entitled “Sustainable Tourism Development: Reducing the Carbon Footprint,” held in the city of Osh on 20 November 2025. The Secretariat of the Regional Investment Council was instructed to communicate this resolution to the relevant state authorities and partners in Osh, Jalal-Abad, and Batken regions for further practical implementation.

The Regional Investment Council continues to serve as a key platform for dialogue between the state, business community, and development partners, facilitating the promotion of investment initiatives and contributing to the sustainable socio-economic development of the Osh Region.

The Regional Investment Councils (RICs) operate under the Offices of the Plenipotentiary Representatives of the President of the Kyrgyz Republic in the regions. The RIC Secretariats function within the framework of a tripartite agreement between the Secretariat of the Business and Investment Development Council under the Cabinet of Ministers of the Kyrgyz Republic, UNDP Kyrgyzstan, and the PPP Center under the National Investment Agency. The European Bank for Reconstruction and Development (EBRD) provides support in the implementation of the Council’s initiatives.
