As part of the ongoing “Regulatory Guillotine” reform—launched by the Presidential Decree No. 83 of March 10, 2025 and the Cabinet of Ministers’ Resolution No. 552-r of June 30, 2025—the Government of the Kyrgyz Republic continues collecting proposals from business associations and representatives of small and medium-sized enterprises (SMEs) aimed at simplifying permitting procedures.

This initiative is focused on eliminating excessive, outdated, or duplicative requirements, reducing the administrative burden on businesses, and improving the effectiveness of public regulation.

Who can submit proposals:
– Business associations and unions
– Small and medium-sized enterprises (SMEs)
– Legal entities and individuals interested in streamlining procedures in their sector

How to submit:
Please fill out a separate form for each permitting document you want to comment on.

All submissions from the business community will be forwarded to the Commission for the Inventory and Evaluation of Permitting Documents, and will form the basis for future decisions and reforms.
