The Secretariat of the Regional Investment Council (RIC) has officially begun operations in Naryn region — marking a significant step in strengthening local support for entrepreneurship and improving the investment climate on the ground.
The composition of the Secretariat was presented to the Plenipotentiary Representative of the President of the Kyrgyz Republic in Naryn region, Altynbek Ergeshov. The RIC team was introduced by Uluk Kydyrbaev, Head of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. The newly established RIC Secretariat in Naryn is headed by Ilyaz Usenov.
The establishment of regional Secretariats is intended to make the public-private dialogue more systemic and results-oriented. Entrepreneurs in the region will now have direct access to consultation and support, promotion of local initiatives, partner matchmaking, and comprehensive guidance for investment and PPP projects.
Naryn region holds substantial potential, particularly in the following areas:
- environmentally friendly agriculture and livestock farming,
- development of domestic tourism and agrotourism,
- local value-added processing,
- renewable energy,
- cross-border trade and cooperation.
The RIC Secretariat in Naryn is envisioned not only as a point of operational interaction with businesses, but also as an expert hub — offering professional support in financing, legal and tax matters, public-private partnerships, marketing, and export development.
This initiative is being implemented within the framework of a tripartite cooperation agreement between the Secretariat of the Investment Council under the Cabinet of Ministers, the United Nations Development Programme (UNDP) in the Kyrgyz Republic, and the PPP Center under the National Investment Agency.
