The Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic continues its mission to foster constructive dialogue between government bodies and the business community. One notable example of this collaboration was the resolution of an issue raised by the Association of Communication Operators regarding the increased tariffs for leasing utility poles from municipal enterprises “Bishkeksvet” and “Bishkek Trolleybus Management.”
During the consultative meeting held on July 1, 2024, parties voiced their positions and agreed on collaborative steps forward. The meeting resulted in the establishment of a #AdvoisoryGroup, hosted by the Secretariat, which included representatives from the Association of Communication Operators, Bishkek city government, and other key stakeholders. This group provided a platform for comprehensive discussions and led to a mutually beneficial solution that accounted for the interests of all parties involved.
Through joint efforts, the leasing tariffs were reviewed, and a framework for collaboration was agreed upon. This approach not only addressed the concerns of communication operators but also ensured that municipal services could continue to support infrastructure development without jeopardizing operational balance. Importantly, this resolution demonstrates the effectiveness of a structured and inclusive dialogue process, which can be applied to similar challenges in other sectors.
