On February 28th, a working meeting took place between the head of the Investment Council Secretariat, Uluk Kydyrbaev, and the General Director of the "Kyrgyzstan" Pension Savings Fund, Zuura Bayamanova. The meeting covered a wide range of issues, including:

• Expanding the pool of government securities holders through the development of both primary and secondary government securities markets;
• Increasing access to savings and credit products;
• Further promoting the development of digital payment technologies and tools, as well as the digitalization of financial services;
• Enhancing the financial literacy of the population.

The parties expressed interest in addressing these issues within the activities of the Investment Council Secretariat and emphasized the need to involve relevant specialists from government bodies, the private sector, and the expert community to solve these pressing tasks. As a result of the meeting, an agreement was reached on developing further joint actions aimed at creating a permanent dialogue platform to increase entrepreneurs' interest in the pension savings system and to create a favorable environment for the activities of the relevant funds.

As part of the meetings held by the Secretariat of the Investment Council with the major industrial sector, a meeting recently took place between the Head of the Investment Council Secretariat, Uluk Kydyrbaev, and representatives of Hyundai Elevators Kyrgyzstan, led by General Director Rakhat Zhunusheva and Director of External Relations and Investments Elvira Bataeva.

During the meeting, representatives of Hyundai Elevators shared information about current projects, including successes in the implementation and improvement of the elevator situation in the country. Rahat Zhunushbaeva also shared news that the Korea International Trade Association (KITA) expressed interest and readiness for active cooperation with Kyrgyz and Korean businesses.

In addition to discussing current projects and prospects for cooperation, an announcement was made about the upcoming opening of a plant for the production of water treatment facilities. The technology was developed using advanced Korean technologies and meets all quality standards.

The Secretariat of the Investment Council is represented in the working group established by the decree of the President of the Kyrgyz Republic. President of the Kyrgyz Republic, Sadyr Japarov, signed a decree forming an expert working group to improve the legislation of the Kyrgyz Republic regulating issues of attracting investments, including foreign ones, development of tourism, aviation, the licensing and permitting system, and also with the aim of eliminating excessive control functions of state bodies.

The composition of this expert working group includes representatives from the Administration of the President, ministries, and departments, including the Chief Legal Expert of the Secretariat of the Investment Council, Bakytbek Taalaibekovich Samakov.

The expert working group is endowed with the powers necessary for the effective performance of its tasks, including the involvement of specialists from state bodies and organizations, as well as requesting materials and receiving the necessary support from state structures.

The group is tasked with completing its work by November 1, 2024, and presenting the developed regulatory legal acts to the Administration of the President of the Kyrgyz Republic for further approval and implementation.

On February 20, a working meeting took place between the head of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic, Uluk Kydyrbaev, and the Minister of Digital Development of the Kyrgyz Republic, Nuria Kutnaeva. The main topic of discussion was cooperation in the area of continuing digital transformation in the country.

During the dialogue, the directions of joint work on the implementation of planned activities in the project of the Work Plan of the Investment Council for 2024 were discussed. Both sides expressed the opinion about the key role of the business community in promoting the digitalization process, emphasizing its importance in creating effective digital tools for attracting investments and improving the business climate in the Kyrgyz Republic.
