On July 23–24, 2025, the Secretariat of the Regional Investment Council (RIC) under the Plenipotentiary Representative of the President of the Kyrgyz Republic in the Osh Region held a series of events aimed at strengthening dialogue between the business community and local authorities.
In addition to the RIC meeting, the Secretariat hosted an Open House Day on July 23 at the Representative Office. The event brought together civil society activists, representatives of small and medium-sized enterprises (SMEs), youth and women’s organizations, and local universities. Its objective was to introduce the work of the RIC, inform entrepreneurs and investors about the region’s development priorities, present implemented public-private partnership (PPP) projects, and provide legal consultations for businesses based on practical cases. Special attention was paid to direct dialogue and feedback collection, allowing participants to discuss real issues and receive professional responses from the Secretariat’s team. The event served as an effective platform for strengthening coordination and mutual understanding between businesses, civil society, and public institutions.
On July 24, the RIC Secretariat held an offsite outreach session with staff of the Kara-Suu District State Administration, heads and deputy heads of local village governments (ayil okmotu), and representatives of SMEs. The session was attended by the Head of the Department for Regional and Economic Development of the Kara-Suu Administration, emphasizing the high-level dialogue and local authorities’ interest in boosting regional investment.
RIC experts gave a detailed overview of the PPP mechanism — its essence, legal framework, and key advantages. Particular attention was paid to practical aspects of implementing PPP projects at the local level. PPP was emphasized as an effective tool for attracting investment, especially in infrastructure, education, healthcare, and municipal services.
The RIC team encouraged participants to initiate PPP projects by engaging local businesses and entrepreneurs. It was noted that PPP offers additional guarantees for the private sector, including long-term contracts, risk-sharing, and access to public support.
During the event, participants were also introduced to the upcoming launch of the Interactive Investment and Business Map of the Osh Region — a digital platform featuring investment plots, potential projects, infrastructure, and business opportunities. This initiative is expected to streamline interaction between government and entrepreneurs, particularly at the district and village levels.
At the conclusion of the session, participants expressed gratitude for the practical and insightful information and confirmed their willingness to continue collaborating with the RIC to support local economic development.
