The Regional Investment Council (RIC) Secretariat has officially started operations in Talas region — marking another important step in expanding the national network of regional centers for public-private cooperation.
The RIC team was introduced to the Office of the Plenipotentiary Representative of the President of the Kyrgyz Republic in Talas by Uluk Kydyrbaev, Head of the Secretariat of the Investment Council under the Cabinet of Ministers of the Kyrgyz Republic. Baktiyar Kamaldinov has been appointed as the Head of the Secretariat in Talas.
The Secretariat team includes:
– Bakay Zheenbekov — Legal Affairs Expert,
– Sanzhar Mombekov — Economic Affairs and PPP Expert.
As in other regions, the RIC Secretariat in Talas will work closely with local entrepreneurs, offering consultations, supporting the development and implementation of investment and PPP projects, building partnerships, and helping elevate promising initiatives to government level.
Talas stands out for its compact yet dynamic entrepreneurial environment, agricultural potential, cross-border cooperation opportunities, and rich historical and cultural resources — all of which offer promising ground for the development of domestic tourism, agro-processing, and small-scale production.
The launch of the RIC Secretariat in Talas marks the beginning of a new, ongoing format of dialogue between business and government. Here, entrepreneurs will not only be able to voice challenges, but also work with experts to find solutions.
The initiative is being implemented within the framework of a tripartite cooperation agreement between the Secretariat of the Investment Council under the Cabinet of Ministers, UNDP, and the PPP Center.
