The Secretariat participated in a seminar on PPP projects in the Kyrgyz Republic

The Secretariat of the Investment Council participated in a seminar on PPP projects in the Kyrgyz Republic, held on October 18, 2024, in Bishkek as part of the III International PPP Conference. The event, organized by the World Bank, IFC, and the PPP Center, gathered around 40 participants, including representatives from government agencies, international organizations, and the private sector.
The seminar opened with welcoming remarks from Hugh Riddell, the World Bank's Country Director in the Kyrgyz Republic, and Uluk Kydyrbaev, Head of the Investment Council Secretariat, who emphasized the importance of strengthening the partnership between the public and private sectors. They highlighted how such cooperation is essential for the successful implementation of infrastructure projects that can drive economic growth and sustainable development.
The seminar featured several thematic sessions. The first session focused on an overview of PPPs and their processes, where Jemima Sy from the World Bank and Aurelie Arnaud from IFC discussed international practices and tools for project analysis. Representatives from the PPP Center presented the legal aspects of PPPs in Kyrgyzstan, while Aditi Raina from the World Bank shared methods for PPP project screening and analysis.
The second session addressed water supply and wastewater issues, with presentations by Nicolas Saporiti of IFC and Verena Schaidreiter from the World Bank, who discussed current initiatives in the water sector. Representatives from Bishkek Municipality and Issyk-Kul Region also shared their ongoing projects.
The third session was dedicated to renewable energy, where Sumeet Shukla and Aurelie Arnaud from IFC discussed projects in wind energy and street lighting. The Ministry of Energy of Kyrgyzstan provided insights into current projects and future plans in this sector.
The session on transport featured case studies of successful projects such as the Almaty Ring Road, presented by Almaz Karassayev from IFC. Discussions also included initiatives for developing municipal parking and plans to improve transport infrastructure, with input from the Ministry of Transport and Bishkek Municipality.
The final session focused on agriculture and logistics, with Guillermo Pare from IFC discussing transport corridors and logistics, while representatives from the Ministry of Agriculture of Kyrgyzstan presented current initiatives in the sector.
The seminar served as a valuable platform for exchanging experiences and finding solutions to enhance the implementation of PPP projects in the Kyrgyz Republic. Such seminars and conferences also foster deeper international cooperation and attract investments to the country, strengthening the Kyrgyz Republic's position as a promising partner for international investors and organizations.
